A longtime champion of financial inclusion, Steven has spent his career expanding access for underserved communities. At Golden 1 Credit Union, he helped set a national precedent by accepting the Matricula Consular ID, opening financial doors for thousands of previously excluded members.
Since joining Unitus in 2016, Steven has accelerated this mission through initiatives such as:
- ITIN lending to support homeownership and personal loans for those without Social Security numbers.
- Bilingual digital innovation that meets members where they are.
- Generational wealth programs aimed at strengthening families’ long‑term financial futures.
His influence extends globally through his service on the World Council of Credit Unions board, his advocacy for LGBTQ+ and Latino communities, and the creation of the Northwest Juntos Avanzamos Roundtable, which unites regional partners to advance Latino financial empowerment.
Known for his people‑first leadership, Steven prioritizes mentorship and developing new leaders, supporting credit unions beyond Oregon, and fostering a culture of listening and community. The Herb Wagner Memorial Award honors those who truly embody “people helping people,” and Steven’s inclusive vision and collaborative spirit make him a standout in the movement.
